[ typically, roy would write this off as a pointless exercise, because if roy were in charge of what seems to be a giant totalitarian big brother-type government watching travelers in as large a city as this, he would most definitely lie. but fishing out the non-truths is just as useful as getting the truth, sometimes, and so: ]

Shehui is operated by a government board. Decisions are made by a vote based on this board.

Magic is dangerous and forbidden in Shehui. Magic being practiced within the city limits will be punished as the government board sees fit. Continued use of magic will result in being removed from Shehui. [Further prompting on this issue will result in repeated statements and eventually being ignored.] That is not up to a monitor to decide on their own. However, magic is certainly impossible in Shehui, though there are precautions put in place in any event that magic does surface.
