Areas with more police activity would be more populated areas, and then the newcomer apartment buildings! These would of course require more monitoring because of the large populace and the unpredictability of new residents, respectively. Prior to the coven showing up, Shehui has appeared to run pretty smoothly with no incidents for a while, so the police presence will rise in areas that coven members personally inhabit the longer they stay!
